Happy New Year! Welcome to the Metro Vendor/Contract Management Insider—our bi-monthly newsletter connecting the business community to the latest Metro opportunities, services, programs, and guidelines for working with us. Metro works to foster a business friendly environment that promotes timely, accurate information sharing to help you access and navigate Metro Vendor/Contract Management (V/CM) services with greater ease and efficiency.

Since our last issue, the following improvements have been implemented: changed requirement from multiple paper copies to 1 hard copy and electronic submittals, reduced maximum proposal page count to less than 75 and published Metro Conflict of Interest key considerations in the RFP & IFB documents.

At your fingertips, you will find the latest tools and information to help you submit new bids and comply with Metro’s policies. You’ll also receive news and tips to assist you with getting out in front of key business opportunities. What’s New at Metro?

Vendor Portal Beta Launch

Metro is pleased to announce the beta launch of our Vendor Portal. Many of you have told us you wanted an easier, one-stop shop online tool where you can access information and resources in one place to assist you in doing business with us. Our new portal will achieve this. Some of the enhanced features are: 

  • Direct Access to Active Solicitations - Current Metro solicitations are available for review online.  New features will allow solicitations to be sorted by various criteria, such as, issue date, due date, type and status.   Registered vendors can download the full solicitation package, except for Public Works projects.
  • 12-Month Look Ahead - In response to feedback from the business community, this web-based, single source of upcoming agency-wide procurement opportunities will enable businesses to better plan for pursuing bids.
  • Vendor Registration and Profile Maintenance
  • Recently Awarded Contracts
  • Contractor Pre-Qualification Application - Vendors will be able to complete applications online and view their Prequalification status.
  • Event Calendar
  • Procurement News and Tips

Metro Connect

We are excited to introduce a new resource for small business owners – Metro Connect. Metro Connect is our commitment to small business success. It’s designed to support your business’ growth by giving you access to resources designed especially for small businesses, increased opportunities to bid on contracts and support to help with pursuing contracting opportunities. Among the available resources are a small business tool kit, certification applications, networking events and workshops. Look for Metro Connect in the “Small Business Tools” section of the vendor portal, or visit metro.net/connect.

Important Notice: Public Works Contractor Registration Law

New State law requires contractors to register using the California Department of Industrial Relation’s (DIR) online application before bidding on public works contracts. Applications and renewals are to be completed online with a non-refundable annual fee of $300. The application also gives agencies that administer public works programs a searchable database of qualified contractors.

On and/or after March 1, 2015, no contractor/subcontractor may be listed on a new bid/proposal for work on a Metro public works project unless registered with the DIR; and on April 1, 2015, no contractor/subcontractor may be awarded a new contract for work on a Metro public works project unless registered with the DIR.

DVBE Program In Effect

The Metro Disabled Veterans Business Enterprise (DVBE) Program launched in November 2014. The DVBE program expands contracting opportunities for Disabled Veteran’s Business Enterprises by establishing a 3% contracting goal for all non-federally funded, competitively negotiated construction, goods and services contracts over $100,000, and a 5 point evaluation scoring preference. To be eligible for the preference, a firm must meet the 3% goal and their principal office must be located in California. For more info visit metro.net/connect and click on “Certifications".

New Construction Change Order Streamlining Initiatives

In November 2014, Metro’s Board approved a set of construction change order streamlining initiatives that will reduce the amount of time needed to complete the approval and negotiation process associated with individual construction change orders. The new Metro policy and adopted procedures sets a goal of 60 days for the timely processing of all construction change orders to minimize costs and risks to contractors and subcontractors.

The new streamlined process establishes clear roles and responsibilities for Metro and its construction contractors to improve the time needed to define scopes of work, submit contractor proposals, estimate change order costs, fact find and negotiate. The new process also identifies methods for addressing change order disputes in a manner that will minimize the impact to contractors and their subcontractors.

Metro construction project staff is currently undergoing training on the new procedures and will be meeting with their construction contractors to coordinate and implement the new processes.

Following the application of the new change order procedures Metro will convene a construction contractor forum with key construction contractors and subcontractors to discuss ways to implement prompt payment reforms to the change order process to fully eliminate risks and cost impacts to the contractor and subcontractor community.

Formal procedures will be published outlining the decision-making process for evaluating unsolicited proposals.

MARCH 2015

- Launch of the Countywide Small Business Campaign

The purpose is to increase awareness of Metro’s Small Business Initiatives, increase contracting participation by diverse small businesses and enhance our customer service partnership with small businesses.

- Industry Workshop on Prompt Payment

An industry forum on the topic of prompt payment and the launch of the Metro Vendor Scorecard Program.

- Vendor Portal Webinar

Vendors interested in learning how to navigate our Vendor Portal are invited to join us for a one-hour webinar to learn about the new and efficient methods Metro has created to improve the vendor experience, provide access to the latest and projected solicitations, and connect you to small business tools and resources! Metro staff will be available to answer questions regarding the new Vendor Portal.

  • Six Steps for Doing Business with Metro – Mid-March

- Web Tutorials

Beginning in March, Metro V/CM will be releasing a series of web tutorials that will contain important information to introduce vendors to various website resources. The tutorials will serve as a navigation tool for vendors providing a step-by-step guide on how to do business with Metro. Mark your calendar for the upcoming series!
